If you wait, you will lose them with little or no compensation in return. If the Heat keep Jaquez, I believe he could fill Martin's role at a fraction of the cost for the next four seasons, or longer. I also think Highsmith and Cain have potential to become regular rotation players.

It was always the Riley philosophy: overpay for stars and let your role players walk away in free agency. He's changed his tune a little bit since The Heatles fell apart, but I think that's the recipe for success.
Keep Martin for another year until he gets a bigger contract from another team, and that gives you time to develop Cain and Highsmith and Jamie J without forcing them into a major playoff role. Then 1 or 2 of those guys walk away in free agency and you keep the other 1 or 2 for a smaller contract. And that gives you another couple years to develop the next round of role players and repeat the process

While I personally would pass on Lillard and keep the team intact with a tweak or two, I just believe that Riley really really wants to get the Lillard deal done.
